UN High Commissioner for Human Rights Volker Türk supports human rights-based data-based systems (HRBDS): “Placing human rights at the centre of how we develop, use and regulate technology is absolutely critical to our response to these risks. The human rights framework – as developed and applied over decades – constitutes an essential foundation for ad[1][1]dressing the many questions raised in the digital sphere, including with regard to our privacy, our dignity and our voice. These standards span continents and contexts, moving us beyond ethics to legal obligations. We need to shift decisively to regulation and binding industry-wide standards rather than relying on tech companies to self-govern, with robust provisions on due diligence, transparency and accountability.”
